Islamabad High Court issued notices to respondents

Islamabad High Court’s bench issued notices to all of those who are respondents and in the Federal Government’s intra court appeal for declaring the promotions of above 300 bureaucrats null and void. The promotions were declared ineffective by Islamabad High Court in July, last year.

The case was referred to ICA by Additional Attorney General, Afnan Karim Kundi and heard by the dual members of ICA bench Justice Miyan Gul Hassan and Justice Amir Farooq. The bench adjourned the case till next hearing on January 20th.

Advocate Abdul Rehman Siddiqui, the lawyer appointed for the case by Capital Administration and Development Authority made an appearance before the panel and informed that the notices have not been reached to all those concerned in the case, to which the panel ordered a re-issuance notification.

AAG has spoken before ICA that IHC had had no authority to hear the case under the article 212(2) of constitution. He argued to the matter saying that managing a promotion policy is government’s job and not asked by the individuals, so the promotions could not be challenged.

The promotions were referred by Central Selection Committee (CSB) on which Justice Shaukat Aziz Siddiqui took the action and nullified the orders. He said that the whole process of giving promotions is based upon an illegal formula.
